Can you clarify what "the intended monitor" is? in the screen configuration options , you can select what monitor is considered as "primary". That monitor should display the incoming notification popups. My primary monitor also should display the panels I specifically add, and widgets to that panel. This bug mix everything between prinary and secondary monitor every 3 or 4 days, at login. The primary monitor does not determine the notification placement. Notifications appear on the monitor where the panel with the notification applet is placed I don't have notification applet on the second monitor, and they ayer appearing on that monitor. Also sometimes the background images get swapped. I also tested placing notification applet on both monitor, and they keep randomly appearing on second monitor sometimes.
