Inconsistency in current 5.20.4

Consistent Titlebar and Notification OSD Header look and behavior

Buttons in the titlebar have a consistent design and behavior on hover and press actions whilst the "titlebar" header of notification OSD doesn't.

They already have a very similar function and overall design and size, the whishlist for 5.21 would be to make the notification OSD "titlebar" have the same button size and behavior upon any action taken as if they were on an application titlebar.

Linux/KDE Plasma:

KDE Plasma Version: 5.20.4
KDE Frameworks Version: 5.77.0
Qt Version: 5.15.2

Seems reasonable to me, given that we've made the top of the notification look like an SSD titlebar in other ways.

When the time comes for this, I hope the position of such buttons (including tab close buttons) can also follow the titlebar button layout, so that they move to the left when the user chooses "Mac-style" titlebar button layout.
