Does the same thing happen if you right-click on an empty area of the panel, or on a different panel applet like the clock? I cannot give you more information for the moment, because today I cannot reproduce, on my freshly booted machine. I'll wait and see if it happens at some point today. So, it happens again, and I think I found out the culprit : the window thumbnail. The thumbnail appears and when it vanishes, it makes the context menu popup vanish at the same time. Can confirm this still happens for me on Plasma 5.21.4 Wayland session (Intel graphics). It appears to be when a context menu is open and either the window thumbnails or a tooltip fade out, the menu is closed. Particularly annoying as the thumbnails fade in again repeating the problem and making the context menu unusable.
