audio spectrum filter is not working 

STEPS TO REPRODUCE

OBSERVED RESULT
audio file such as mp3 could not be added as a video track, and if a add this as a audio track then try to add the effect the message "can not add effect audio spectrum filter to selected clip" is shown
 
EXPECTED RESULT
audio file could be added as video track, and the effect should be added in that track.

maybe this effec worked on older versions

This can be done using the master effect. Click on Master on top of all tracks -> and drag/drop the "audio waveform filter" into the master effect window.
