This is not happening anymore in KDE 5.21.4. The option is working as intended.

Mount a external drive (all my external drives are protected by LUKS encryption. I don't know if this make a difference). OBSERVED RESULT The popup appears. EXPECTED RESULT The popup not appearing if user has disabled "open popup when new device is plugged in".
