_Which_ value do you mean? Please provide exact details which setting does not persist after a reboot. If unsure, use screen shots.

New information was added with comment 4; changing status for inspection. It is possible that the "simultaneous outputs" are added virtually by pulseaudio, and are not real outputs, so maybe their ID changes on every reboot.
