Confirmed on KDE Neon Unstable. also , the same panel start to flick a lot at login This still seems to be happening. I can confirm it happens on a monitor border where there's another monitor. It seems to hide but then immediately shows again, and when it times out and hides. it repeats the same thing. Additional update.
