If you mean toolbars buttons like "Vertically Center", "Horizontally center", "Align Top" etc, then yes. However, it seems none of these are in the Arrange docker. These buttons are useful and would be better shown rather than hidden.They can be disabled when less than two or three layers are selected depending on which button. I'm of course referring to the compatibility of these functions with paint layers. They are really really helpful for graphic design or to arrange multiple variation sketches of a concept in rows/columns. And it's a plus for the presentation. It seems it's literally impossible to use them with paint layers right now due to lack of implementation. Related: bug 338002 @stephen can you please add a screenshot showing those buttons (mark them somehow, with red outline for example)? I'm not sure which ones you mean, and a screenshot will be helpful. Arrange docker
This is the same thing, just in a different place. Usually people use Arrange docker since it's easier than adding stuff to the toolbar.
