This started soon after updating the KDE Neon basis to 20.04. Note: On my Ubuntu 20.04 computer I had for a shot perion the same problems. But this got resolved within a week. Could you ask Ubuntu developers which fix they applied so that it can be included in neon? I am no longer sure, whether it is really fixed at Ubuntu. Sometimes it works on KDE Neon and sometimes not. Same on Ubuntu. I have the printer connected via USB and WLAN. I was the printer get working on WLAN again after deleting the printer within CUPS (In browser: http://localhost:631) and installed it again with hp-setup command-line tool. I was not able to reinstall the USB driver with the command-line tool hp-setup. Here I got the error message: "Unable to communicate with the device. Please check the device and try again." The same happened with the same printer with my Ubuntu 20.04. laptop.
