This bug is the same #425978! There I have described it a bit more detailed. The same as* Try this workaround: before Rendering. Close Kdenlive, switch your system language to English (USA) which has a dot as decimal separator. Restart Kdenlive and render should work. On the new window top right click on "additional dates..", then on "date, time" then on "more settings" then change the decimal separator to dot. Apply, ok, ok and then close the time/region window. I meant click into the decimal symbol field and press the "point" key. Then apply and close.
