STEPS TO REPRODUCE
1. open Discover
2. click on "Application addons" or "Plasma addons" in the sidebar
3. click on the subsections available

OBSERVED RESULT
Discover gets stuck at "Still looking" and never loads the list of plasma/app addons

EXPECTED RESULT
list of avaiable addons

Can confirm, installing KNS 5.72 and discover 5.19.4 made no difference.

(Just want to add that the loading works for all the individual KNS dialogs in the KCMs).

If I click on "Plasma addions", Discover lists some addons. 
But if I click on any category but "Plasma widgets", Discover gets stuck in "Still looking".

I can confirm under Archlinux, fresh install.
Still present in Plasma 5.20.0 

KDE Frameworks version 5.75.0

Same problem with 5.20.3 build from source, on blackPanther OS. (I need temporary removed kns backend from official package)
Another problem: not installable packages listed and displayed with inactive "install" buttons

I have the same bug on Debian 11 Bullseye, fresh install. Made a topic in the Debian-forums and someone else reports the same behavior. https://forums.debian.net/viewtopic.php?f=6&t=150046
