STEPS TO REPRODUCE
1. right-click on plasma panel
2. choose "Edit panel..."
3. 

OBSERVED RESULT
"panel height" field is not focused.

EXPECTED RESULT
"panel height" field should be focused and the current value selected,
so we can immediately start to type another value.

[Panel toolbox] Focus Panel thickness spinbox by default

Seems like a sensible enough thing to focus by default, and additionally
right now nothing is focused by default so it's unclear where the
keyboard focus begins.
