SUMMARY
I open a file which is UTF-8 encoded and like to see non-ascii chars
as unicode glyphs.
Therefore I wanted to tell okteta that the file is UTF-8 encoded,
however this encoding is missing.
I only have all ISO, Windows, and some other encodings but not UTF-8!
