SUMMARY
In the keyboard shortcuts in the Dolphin, there are two actions that both are called ‘Rating’.

STEPS TO REPRODUCE
1. Go to ‘Settings → Configure Keyboard Shortcuts’

Can confirm with Dolphin 20.07.70 running on Neon unstable.

Same thing with Dolphin 21.04.2 on Arch Linux.
