Hmm, maybe you're using an old version or there's a bad translation? These settings are currently in Application Style > Window Decorations; there is no longer anything visible in the System Settings UI called "Look and feel". Created attachment 128177 [details]

Yes, sorry, it's "Appearance" :). I just wanna say that "Titlebar buttons" are not "Decoration", imho. So I think this tab should be moved.

Yeah, the phrase "Window Decorations" is an implementation detail leaking into the UI. The average user doesn't piece together that the titlebar is a thing drawn by the window manager and not technically a part of the window itself. Perhaps we should either collapse this KCM into the "Application Style" KCM (because windows are a part of applications), or else put it somewhere in "Window Management" (because window decorations are a part of windows). Or maybe something else. Either way, we already have a Phab task about re-organizing KCMs: https://phabricator.kde.org/T8871 Let's continue the discussion there.
