This is untrue. Some settings have moved into subpages (which is like your suggestion) very few working features have been lost. If you have a specific setting that isn't surfaced, please share.

I don't think this should be closed. I filed separate bugs already, but this shows a more general pattern. As settings get polished, more and more options are missing. For example, not being able to change the "week starts with" in calendar widget. That hasn't been there in 5 years. It isn't to do with the settings, but in the support of the handling widgets. It's complex.
KUser wasn't the same as the KCM module. It was a standalone app for sysadmins. It has not been changed.
