SUMMARY
I received this message as I tried to launch Dolphin using Cinnamon desktop:
"There are two actions (New Tab, New Tab) that want to use the same shortcut (Ctrl+T). This is most probably a bug. Please report it in bugs.kde.org"

STEPS TO REPRODUCE
1. I failed to include the desktop Cinnamon as I installed the Debian Buster.
2. Then after, I installed Cinnamon by using the command line
3. "sudo apt install -y task-cinnamon-desktop"
4. Launching Dolphin created the above error message

How can it be resolved a year agowhen it just happened to me today after updating and then installing the latest version from the Debian repository?

Because the latest version in the Debian repository is still more than a year old. That's how Debian works.

Please report this issue to the Debian packagers. I don't know why, but they are shipping dolphin 18.08.0 in the latest Debian stable. At the very least they should ship dolphin 18.08.3 instead.
