No, I see this same issue with Plasma 5.18.4 with English (UK). The "Active connections" section is placed randomly in the applet instead of at the top. I've just tested this on 5.20.3 and it appears the UI rewrite did away with active/available categories. Riccardo/Yan are you able to test on 5.19 or later and confirm if this is still an issue or if this bug report can be marked as resolved.
