why would one want to see no menubar ? Most actions are only reachable from it... I confess I've never used the menubar. Everything I need is available using a shortcut or from the toolbars by default or I add it to the toolbar. As a paint program, most functionality is accessible from the tool box toolbar. Because the "Fundamentals" handbook says this always works, maybe?
Look at KHelpCenter, select "Fundamentals". In table of contents, select "The Settings Menu" (help:/fundamentals/menus.html#menus.settings). Every KDE application program is supposed to provide a facility for turning the menu bar on and off. See screenshot.
