SUMMARY
touchpad scrolls even when it fully fits into the viewport

STEPS TO REPRODUCE
1. open touchpad kcm
2. make window big enough to fit all of the contents in
3. scroll or try dragging the window from within the touchpad kcm

OBSERVED RESULT

content scrolls

EXPECTED RESULT
it should not scroll, but drag when dragged (and do nothing when scrolled)
