STEPS TO REPRODUCE
1. start Wayland session
2. open system settings > workspace behavior > virtual desktops
3. set virtual desktops (I use 4 VD, 2 rows)
4. check "Show on-screen display when switching" and "Show desktop layout indicators" options
5. click on "Apply" button
6. switch between virtual desktops

OBSERVED RESULT
a shadowless OSD appears. 

EXPECTED RESULT
OSD has shadow
