It probably would be good if PulseAudio would automatically bind the volume of the sink to the hardware volume of the device, but I'm not sure if this is feasible or on the radar. https://gitlab.freedesktop.org/pulseaudio/pulseaudio/-/merge_requests/239 looks like it could be related, but I don't understand it enough to be sure That got merged.
