When right clicking on the starter icon and selecting alternative, nothing happens

Linux/KDE Plasma: Kubuntu 19.04
(available in About System)
KDE Plasma Version: 5.15.4
KDE Frameworks Version: 5.56
Qt Version: 5.12.2

will test on newer version on occasion.

Are you using an auto-hiding panel?
