Configured additional Virtual Desktops 3 and 4 in Virtual Desktops --System Settings Module.
Saved the configuration.

- Custom settings of the application:
All options selected in the configuration module: Navigation wraps around, Show animation (Slide), Show on-screen display (1000ms), Show desktop layout indicators.

Does this happen with a newer version of Plasma? Like 5.19 or 5.20?

The Kde virtual desktop functionality itself seems to work stable in opensuse Leap 15.2 and Tumbleweed.
KDE Plasma Version: 5.18.5
KDE Plasma Version: 5.20.0

I suggest to close this fault report.
