icon padding changes

SUMMARY

When system settings is set to icon view, the "sidebar" icons in some sections shift as different icons are clicked. The padding between the sidebar and the edge of the window appears to be changing. See the video.

STEPS TO REPRODUCE
1. Open system settings and configure for icon view. 
2. Click "Workspace Behavior" icon.
3. Click each of the icons on the side bar.

OBSERVED RESULT
Padding changes as icons are selected, causing icons to move.

EXPECTED RESULT
Padding should remain consistent and icons unmoved.
