STEPS TO REPRODUCE
1. add weather report widget to Plasma panel
2. open widget settings, set your location and click on "Apply" button
3. click on "Appearance" section, check the option to show the temperature
beside the widget icon
4. disconnect your internet
5. click on "Ok" button

OBSERVED RESULT
empty space beside the widget icon. See the attached screenshot.

EXPECTED RESULT
widget report widget never creates empty space in Plasma panel when weather
information is not available

[applets/weather] Don't show temp label in panel when it's blank
Otherwise there's a big ugly gap in a horizontal panel while it's
first loading
