SUMMARY
Add action to report bug in specific Plasma widget.

KDE applications have a "Help -> Report Bug..." menu item. I would like to see the same feature for Plasma widgets.

Reporting bugs is too complicated today because even if you know how to open bugs.kde.org, it's either hard or impossible to find the right Bugzilla product/component for a Plasma widget.

EXPECTED RESULT

1. In the widget settings dialog, add a Help button that opens a drop-down menu with various items including "Report Bug...".
2. When clicking "Report Bug...", it should open bugs.kde.org for the relevant product/component.
