Just add it on the right or left side, make it really wide, set it to auto-hide, and add some widgets to it. For example, notification history, calendar, clock, etc. The problem when is that the panel will automatically show every time your mouse hits that screen edge, which is really annoying. What's needed to make this work with a UX that matches the other platforms mentioned is for the panel to always hide and only show when a button on another panel is clicked.
