What do you mean with "is in exception group"? i mean , there must be exist an exception group of desktop widgets for movable future enabled when even desktop widgets are locked . That has nothing to do with knotes though. You are obviously talking about Plasma's notes widget that's part of kdeplasma-addons. knotes' notes are actual windows, and it should be possible to move them like any other window, regardless whether desktop widgets are locked or not. This should be fixed in Plasma 5.18 once we make "Locked mode" a mostly hidden thins for sysadmins and control freaks who want nothing to be movable ever.
