There are no Unicode encodings available in version 0.24.3 on Ubuntu 18.04.3.

On https://userbase.kde.org/Okteta it says:  
Character encodings: All 8-bit encodings as supplied by Qt, EBCDIC
The referenced site https://doc.qt.io/archives/qt-4.8/QTextCodec.html#details lists UTF-8 (and others), which I don't have in the list of available encodings.

STEPS TO REPRODUCE
1. Install okteta on  Ubuntu 18.04.3
2. Open a TXT-file with okteta encoded in UTF-8

OBSERVED RESULT

You can't set the encoding to UTF-8 because it is not there. Special chars like German Umlauts are not displayed properly.

EXPECTED RESULT

UTF-8 is  available as a text endocing.
