SUMMARY
...because internal hard disks are not removable devices.
Furthermore, "Automount on login" checkbox related to internal partitions does not work well.
I have 3 internal ntfs partitions, I checked "Automount on login" option related to each of them and rebooted my machine. After login, Plasma shown a dialog asking for password to mount the first ntfs partition. I entered my password, the first ntfs partition was mounted but Plasma did not ask for password to mount the other two ntfs partitions and they remained unmounted after login.

Currently "System reserved" boot partition of Windows 7 is the only partition of internal device
present in Removable Devices of my system.

Nevermind. Snap mount points are also still present on Plasma 5.23 beta.

Fixed on Arch Linux (Plasma 5.26.2) or neon unstable.

The KCM has been renamed to "Device Auto-Mount", so now it intentionally affects internal and removable devices, I guess. 
If I'm right, this report is no longer relevant.
