SUMMARY
If you search "group" in keyboard shortcuts, Group Layer and Quick Group are both set to "ctrl+g". There is no ambiguous shortcut dialog, it just does not work. Removing Group Layer binding solves the issue.
Tested with fresh configuration

STEPS TO REPRODUCE
1. Settings > Configure Krita > Keyboard Shortcuts
2. Set shortcut scheme to "photoshop_compatible"
3. Create some layers (ctrl+shift+n)
4. Select two layers (ctrl+click)
5. Try to group (ctrl+g)

OBSERVED RESULT
Unable to group, nothing happens

EXPECTED RESULT
The selected layers are grouped
