SUMMARY
... but clicking on system tray "arrow", makes it appear

STEPS TO REPRODUCE
1. copy something -> clipboard icon doesn't appear
2. click "arrow" -> clipboard icon appears
3.

Does it occur only on Wayland? Can you test on X session to verify?

Yes, wayland only, tested right now.
