SUMMARY
Under X11, widget explorer becomes semi-transparent when a widget is dragged over it and you can drop the widget under it.
However the same can not be done under Wayland. When you drag a widget over the widget explorer, cursor changes to "not-allowed" shape and it's impossible to drop it under the Widget Explorer.

STEPS TO REPRODUCE
1. start Wayland session
2. right click on desktop, select "Add widgets..."
3. try to place a widget under the widget explorer

OBSERVED RESULT
Cursor changes to "not-allowed" shape and it's impossible to drop the widget under the Widget Explorer

EXPECTED RESULT
you can drop the widget under the widget explorer

Can consistently reproduce this with the new widgets explorer.

The widget explorer does become semi-transparent now, but you still can't place a widget under it on Wayland.
