If too small size was already written to settings, it might stay too small. I haven't tried a clean environment, but this was about the minimum size, not the default (although they appear to be the same). I have tried resizing the window and it only remembers the new size until the window is closed. After reopening, the properties dialog reverts to minimum size. It seems there are two problems: the dialog size is not remembered, and the minimum size is too small.
