A metered connection is an Internet connection that has a data limit associated with it. Therefore, add an option to  set cellular, WiFi and Ethernet network connections to be metered. Some apps might work differently on a metered connection to help reduce data usage. 

Windows 10 offers this possibility for instance.

This has been already implemented in Plasma 5.15.
