SUMMARY

I did not see a bug for this but I have experienced the issue for some time now and it's rather frustrating.  A lot of gtk applications run borderless by default, and those that do cannot be resized in KDE without first manually turning system borders on.  The resize handles simply aren't there.

Plenty of other applications exhibit the same behavior, such as gnome-calculator.
