Reproducible when kickoff is used.

STEPS TO REPRODUCE
1. open konsole under Wayland session
2. drag some icon from the favorites list to konsole
3. mouseover kickoff icon, some widget or some entry in the task manager

OBSERVED RESULT
tooltip appears and cursor changes to a hand shaped cursor

EXPECTED RESULT
cursor does not change when the tooltip appears

I use Qt 5.12 beta2.
info center copies as 5.12.

Cursor becomes hand type upon hovering over Application Launcher also after dropping fav app into other apps like Dolphin, Kate

bug persists.
Plasma crashes if the favorite is dragged from kicker instead kickoff.

Can reproduce with current git master. The cursor gets stuck as a hand when hovering over any part of Plasma (desktop, panel, widgets). Restarting Plasma resets the cursor to its proper shape.

On Plasma 5.22 beta I see "not allowed" cursor in the step 3 instead of an hand shaped one.

You may get different results depending on your Qt version.

Qt 5.15.2 is buggy wrt clients knowing if a drag is accepted from an external program

KDE backports has a fix to know if it's accepted, but not which action

Qt on review has a patch to support all actions properly
