Notification expiration time comes from the calling client. We should't override that. At a minimum, it should be possible to configure the default used when the application doesn't provide a time. I would also argue it's an important accessibility feature to configure a minimum display time regardless of what the application says, especially considering that most applications aren't configurable in this respect. I agree that the current behavior is as intended and certainly not a bug. With the clarifications in comment #2, and also considering the evidence of user requests in comment #1, I think this this is a valid feature request, though.
