I cannot add a new audio or video track because in the  "Project->Peoject Settings" both spinboxes are inactive. It is possible only to set the initial value in the "Project Defaults"

It seems you have some “left over” from a previous Kdenlive installation. Rename/delete“ kdenliverc” see here: https://community.kde.org/Kdenlive/Configuration.

obsolete; in 18.08 didn't happen
