It sounds like this is more of a feature request than a bug report. The setting is called "eraser switch size". The purpose of it is to keep the size between an eraser and brush. It doesn't affect anything else. It is similar with the opacity checkbox that keeps a separate opacity for brush and eraser. What you are expecting is what most people are not expecting.
