This is similar to 272388, but I'm specifically requesting that someone other than the original reporter be able to change the severity of a bug, specifically to wishlist.  This seems reasonable, given the relatively recent change to allow any user to change the status of a bug.

As a workaround, is there a particular phrase that can be used in a comment to get a bug triager or sysadmin to make the change?

People in the 'contributors' group have the power to do this.
Otherwise, this has been restricted in accordance with the request of the community as discussed on kde-community@kde.org.

As Bug 391187 is broadly having the same issue i'm going to merge this into that one for easier tracking.

How does one request entry to the contributors group?  I assume that group is specific to bugs.kde.org, and not a general kde group?  (and where should I really ask this question?)

Please file a Sysadmin ticket. Developers can freely request membership of the group, others will need the support of an existing triager or developer to be granted access.
