That sounds like a driver issue. Are you using a Realtek chip/card by any chance? USB or PCI? I have this problem on a Lenovo laptop, my pc middle tower, and in another pc in my office, 3 different machines. No, I don't use USB adaptor, for the chipset of the wireless cards, 2 are Realtek and 1 is a Broadcom. This is unfortunately not a problem on plasma-nm side, you will have to report your problem to NetworkManager instead.
