The unreadable headers have already been fixed in Plasma 5.12.3 (see Bug 384638). This looks like more of a problem with your Look & Feel package; the text definitely shouldn't be black in Breeze dark... Does the problem persist after restarting System Settings? If you can provide the information requested in comment #3, please add it. Broken icons in System Settings (Breeze Light)
This bug appears to happen with Breeze as wellso I don't think it's specifically Breeze Dark related.

Almost forgot. It might be helpful if I listed the package versions for the actual theme as well. breeze-icon-theme-5.44.0-1.fc27 plasma-breeze-5.12.4-1.fc27 does this still happen on master (and after deleting the icon cache) can't reproduce here Let us know if you can still reproduce the issue with Kirigami and System Settings from git master.
