it works here. Did you test on last version ? I tested it in KMail 5.9.1 now and it's still not shown after creation. I'm using the Postgres backend, if that's of any use. identity is not stored in akonadi. Do you use a specific kde folder or other ?. do you compile it by hand etc... ? No, it's the default folders as installed by the openSUSE Tumbleweed packages. I am having this issue as well, on kmail 5.9.2, running kde neon.
