krfb version: 5.0
OS: Linux dayuan-kubuntu 4.13.0-36-generic #40-Ubuntu SMP Fri Feb 16 20:07:48 UTC 2018 x86_64 x86_64 x86_64 GNU/Linux

VNC viewer: RealVNC 6.17.1113 (r31799) and older version of 6.1.x

Symptom: "<" (SHIFT+,) got mapped to ">" (SHIFT+.)

Basic triage:
- Tried native keyboard, no problem
- Tried KDE keyboard layout, no change in behavior
- ssh using PuTTY to the Kubuntu machine, mapping is correct

I can confirm that this problem happens with a variety of VNC viewers I've tried.

The same bug appeared in TigerVNC's x0vncserver. This is the discussion:
