This happened after a recent system upgrade.

I can create text files using Dolphin and the Terminal but whenever I try to create a file directly from Plasma's Desktop I get a "Malformed URL"

I can create directories but not .txt and .html extensions

This is a bug in plasmashell reassigning

Sorry for spaming. I can reproduce on KDE neon 5.11

(Hmm.. why don't we have KDE neon as one platform?)

Same issue here. Using latest released iso  neon-useredition-20171214-1434-amd64.iso. Seems like this is relatively new bug (because I installed older version of KDE Neon few weeks ago and this feature worked just fine).
