*** Bug 378715 has been marked as a duplicate of this bug. *** I was thinking about this bug again and realized that I really should have specified that it's a regression since 3.3. I don't think that I'd consider bug 378715 a duplicate of this. (Setting a shortcut to "Alt+N" and then trying to use it will alternate between opening the "Settings" dropdown menu and bringing up an "Ambiguous shortcut detected" dialog box.
