the selections are there but they don't show up with either marching ants or mask display mode

I'm sorry, but your description is completely unclear on what the actual issue is. Please reply with these points:

Please also do this from Krita: On the menu bar, select "Help"->"Show system information for bug reports", then copy the contents and paste them in your reply.

1. if i use any of the selection tools
2. marching ants around the area that i selected 
3. they don't appear (if i select the mask option also nothing changes) 
4. windows 10

the selections are there, but they are not indicated and it's confusing as heck.

You can try updating the graphics driver, but since your graphics chipset is pretty ancient it might not help. (This might be the latest driver, install at your own risk: https://downloadcenter.intel.com/download/22521/Intel-Graphics-Media-Accelerator-Driver-Windows-7-64-Windows-Vista-64-exe-?v=t )

If that really does not work, go to "Configure Krita" and in "Display" section untick "Canvas Graphics Acceleration".
