It already is a curated list of applications. If you just see two of them you might be hitting a different issue. https://cgit.kde.org/websites/autoconfig-kde-org.git/tree/discover/featured-5.9.json We used to show popular apps but we ended up dropping the idea because the data wasn't very useful quite often (i.e. having system settings and stuff like that). Still, Dolphin is a weird choice. 99.9% of Discover users are going to have it already installed, no? How about Kate or some of the KDE games or educational offerings?
